it takes sort of a while :/. But don't worry you'll be having soo much fun that, it will seem pretty quick ^^.

about +24 hours. Trust me, by the time you get to level 25+, you get the best armour. It's worth it trust me. I'm level 62

To get the most out of the game, you should play all guilds at the same time. Mages Guild, The Dark Brotherhood, Fighter's Guild and Thieves' Guild. The trick is playing a little of each all the way to the top. I made a mistake by going to the top of The Dark Brotherhood and Thieves' Guild while barely joining Mages' Guild or Fighter's Guild. And no, you can't attack from horseback, but I do believe there are some mods which allow you to do this. Have fun with Oblivion!

The guild quests really don't take that long. You'll want to do them all. And no, you can't attack from horseback.
