That's just creatures though... Loot needs to stop being leveled also... Maybe guilds can level up their loot as you advance through their ranks or raise levels, that would be realistic leveling... But mansions and high ranking characters in the game should have well protected vaults with high level artifacts, legendary items, weapons, and armor. Oblivion made the Thief impractical, if you were going to go stealth your only practical option was an Assassin.

That being said when they GET to TESV leveling isn't all bad. But the majority of creatures and loot in the game should be static, leveling should only be applied in certain areas, and it should be closely connected to the plot line... If you go to the depths of TES Hell (Oblivion), you should die until your level 20-30. The archmage of cyrodil should slaughter you until your level 35-40... So on so forth... Aelid ruins, levels 10-20... Leveling combat zones between cities...

Max the difficulty, it wont be easy then. And if it is, gain some more levels at about level 45, it doesn't matter if all your combat skills are maxed the game is still difficult, remember everything keeps leveling even after you've maxed your combat skills. Your learn to jump a little higher, every things combat goes up, can talk to people a little better level goes up, a little better merchant... Et cetera... Point is it wasn't a well thought out system you will be overpowered.

I think we can all agree that Bethesda made two superb games with Morrowind and Oblivion ( I haven't played the earlier Elder Scrolls Games so I can't comment on those) I've spent many a happy afternoon playing these games when I should have been looking for a job instead lol.
